Nope, it is not possible, at least not for now. And it would ask for
other effort, I think. (e.g.: does courier give a meaningful response
to the user, if it (the courier) hits the filesystem quota?)

Other other efforts are related to the change from a "block box / single
user id" mail storage system to a system, where mail system users map to
system users.
