I have it working w/o quotes in several transports since 4.5'ish or so.
CAVEAT: Not known to me if the (apparent) Debian/Ubuntu-ish style config..
.. and/or .ifdef structure makes a difference.
NB: I do have spaces before/after each colon in the lists.
