I am not aware of existing tools, and I don't think that the available
functionality is a complete match.
Note that you can support both at the same time and let folks upgrade in
their own time.
For sufficiently simple Exim filters, you can probably script a
conversion easily and get 95% of a set of conversions done
automatically: very few people spend the time to learn what Exim filters
can do.
