Yes and no.  Yes, it's the closing </dd>; no, it's not missing.

It's called "nesting" and is part of what gives the HTML DOM a mostly
tree-like structure.

I suggest that further discussion around HTML structure is probably not
on-topic for Exim-Users unless it contains concrete suggestions of how
to fix the documentation we have.  I'm pretty sure our webmaster will
take a look at any bug filed and will help fix this.
