Seems to be a typo.
rfc1413_hosts = …
rfc1413_query_timeout = …
works.
So probaby typo in spec or forgotten patch in source.
Yes; the "default config file" chapter is incorrect; the
section describing all main-config options is correct.
I'll fix that; thanks Frank for finding it.
