Of course Exim supports that. See the "protocol"
option on smtp transports:

I was deliberately vague on which sentense the "no" applied to,
configuration or support. Could have been more explicit. Sorry.
I believe you're pointing me (really the OP) at the "protocol = smtps"
option.
I do have the protocol = smtps line in transports.
