The RBL listing for that IP address appears to be confused: 187.163.46.207.hostkarma.junkemailfilter.com has address 127.0.0.1 187.163.46.207.hostkarma.junkemailfilter.com has address 127.0.1.1 187.163.46.207.hostkarma.junkemailfilter.com has address 127.0.0.2 That's both white- and blacklisted according to the documentation on their wiki.
