I don't feel this is all that surprising. I suspect that many people
run the version of Exim that is provided and supported by their OS
distribution, and this is often not the very latest version. If anything,
20% being up to date is relatively impressive; that's probably 20% who
care enough to run a locally built version (and stay on top of security
updates for Exim, and so on).
