... Might only be of historic interest, but Tom Kistner's "timeban" script of a decade ago: https://lists.exim.org/lurker/message/20060502.201702.5ae738bb.en.html was effective for this kind of job. I remember using this with exim after modifying the script to work with OpenBSD's packet filter.
