Funny enough, I already looked at the source, thought there was a
missing case for fail when skipping=true. I just started adding extra
debug output to further pinpoint the problem.

behaviour you describe.
Git 1cf59ee7f68960237ad5cd3d599512fdbe5b3954 fixes it (Bug 1815).
