Confirmed. I changed to this:
accept domains = +relay_domains
endpass
logwrite = DEBUG made it to this acl
verify = recipient/callout=use_sender
And now see this right before each of the relevant transactions:
2016-06-29 18:10:06 DEBUG made it to this acl
