Not at exim level, but for a similar reason i've setup policy routing,
binding route to DNS and smarthost to a particular route (look at LARTC, old
but still useful, particulary:
http://lartc.org/howto/lartc.rpdb.multiple-links.html
)
For interfaces that goes away (like ppp) i've setup some permanent
null/negative ('blackhole' in ip route lingo) route with a higher metric.
For DNS there's no particular setup, for exim you can use smarthost ''round
robin'' or randomize, or set priorities.
