*It seems*. Probably I didn't look close enough.
So I've to correct myself.

I just did a test with the current Exim (from the master branch).

    echo -en 'HELO\r\n' | exim -bh 8.8.4.4

With helo_accept_junk_hosts = *
Exim accepted the command. Without that option, I saw the (expected)
rejection.
