Hm. What is about RFC 5322, is an empty value header line allowed?
If yes, I'd expect Exim inserting an empty value header, but no header
line, if the expansion of the headers_add has a forced failure.
I didn't check neither RFC 5322 nor the Exim Spec, so the above lines
reflect only what I *think* about it. I may be wrong, as always.
