OK. This is likely a variant of bug 2499.
There should be a .0.4 maintenance release soon which will
have that addressed - or you could build from the git master.
With the latter I get "pass" for
$ exim -be '${lookup {[email protected]} spf {173.255.198.11}}'
4.93.0.3 gives "fail".
