Something like this:

check_rcpt:
   deny
      message = The $sender_address is prohibited to send mail to the $recipient
      recipient = lsearch;/etc/exim4/restricted_recipient

I'm just not sure what exact syntax to use for 'recipient'

Note: recipients is plural, with 's' at the end. so
recipients = lsearch;/etc/exim4/restricted_recipient
will correct.
