It is not. From a FreeBSD machine without Exim ever installed, here's the 
default if locally built from the ports tree:

   [/usr/ports/mail/exim]$ make showconfig |grep SUID
     SUID=on: Install the exim binary suid root

And the option used for the prebuilt package is the default:

   [~]$ pkg rquery  "%Ok %Ov %Od" exim|grep SUID
   SUID on on

I'm unclear on why the option even exists. It seems crippling.
