I tried a ratio threshold but with low numbers the resulting ratios are limited (0/2, 1/2, 2/2, 0/3, 1/3, 2/3, ...) and I realised dividing was no better than allowing 2. I can see no reason why any sane user should send 5 bad recipients (I know do all my users, your results may vary).
