Oh my, I can not believe it's that simple! I spent 4 hours on google and could
not find related examples.

So to confirm, the ACL that verifies only non-authenticated users would read:

   deny
     !acl = acl_local_deny_exceptions
     !verify = sender
     authenticated = *
     message = Sender verification failed

I think I misunderstood. Is the correct ACL the following? Does that still 
perform
sender verification on non-authenticated users?

  accept
    authenticated = *

  deny
    !acl = acl_local_deny_exceptions
    !verify = sender
    message = Sender verification failed
