Strange again, because this is happening with all emails hitting this

Strange a third time because on the relevant transport, I added
"message_linelength_limit = 1G" to see if that can mitigate the issue.
Try replacing 1G with a pure number. *If* the G is not being interpreted
properly you may be setting the limit to 1 !
All clues are welcome.
