 As log shows, you are using "interface" option to bind local_ip to
 mail1.merlins.org = 209.81.13.136.

 Your host has two addresses: 209.81.13.137/28 and 209.81.13.136/32.
 This configuration looks valid, however, post here output of

  ip route list
  ip rule list
  ip route get 194.156.89.55 from 209.81.13.136
  telnet -b 209.81.13.136 194.156.89.55 25

 Then run Exim under "strace -e network -s200 -o exim.strace"
 and post resulting exim.strace.

 PS. I assume host 194.156.89.55 is reachable for you, because your logs
 list it as callout target.
