I did try exiwhat

Here's some output:

2707690 delivering 1vTh8n-007P91-0O: waiting for a remote delivery subprocess
to finish
2707804 delivering 1vTh8n-007P91-0O to REDACTED

Pick some of these, where a delivery is in-progress. Check again a few seconds
later; are
they still there? Check on the destinations - are they the same site? Perhaps
they are
objecting to you firing many in parallel at them (if so, there are ways of
being less
enthusiastic vs. specific destinations).

I note that these -qq processes had "running the queue (single queue run)"
which seemed odd given the 2 pass nature of qq?

Internal details, only. Those are spawned by the daemon, and each can be (would
have
been for your case) 2-phase.
But no deliveries for over an hour of running the queue?

Are all of the batch dumped in by your CRM sitting undelivered?
Or some proportion delivered and some stuck?
Or nearly all delivered and only a few stuck?-- Cheers,
  Jeremy
