Finally got back to chasing this down. Issue was a Fedora Rawhide mirroring issue or something - I managed to get Tk 8.6.12 installed, but Tcl was still at 8.6.10. Moral of the story? Always update them in lockstep, even if your distro doesn't put prereq's into the packages to enforce it...
