I'm not working for an NGO, but I'd say you'd need a minimum of $2500. If you want to live comfortably you should have anywhere between $3500 and 5000 (or more of course). Its an expensive city. Of course you can live with 1500 as well, but not on Western standards. That would mean living with a room-mate or far from the Moscow center and not going to the (expensive) supermarkets, which have Western products and of course no parties in the cities posh clubs
