most NGOs (USAID, EuropeAid, ADB, etc.) in Russia will pay your rent, very 
roughly you get about $1500-2000 a month for an apartment (one of the reasons I 
suspect why that amount was the standard rental cost for years and years for 1 
bedrooms in Moscow).

salary is trickier.  there are places like Ford Foundation that have salaries, 
or at least used to have.  generally you get compensated (USAID, EuropeAid) at 
a rate linked to your previous private sector income, not to exceed $566/day 
(USAID) and 500 Euro/day (EuropeAid), with World Bank, IMF, ADB, and PEP - the 
sky is sometimes the limit.

the big problem is that these jobs are very hard to get.  againm, try devnet 
and devex, speak to the projects.

as far as living in Russia?  it all depends.  if you want to shop at Globus 
Gourmet you need more, if you are OK with "russian roulette" chicken (pun 
intended, but not successful) at Ramstore, that's a different story.

if you are serious, any person, particularly young person with a decent 
attitude doing work they are committed to can survive on any amount of money, 
russians and interns do.  i have been a volunteer in Moscow, 10 years ago.  it 
didn't kill me.  it just depends if you are committed to what you are doing.
