The Russian saying doesn't refer to babushkas at all. it's about 800 years old. "Baba" used to mean "Woman" (Russian folk slang). Agricultural work was very hard and would go on for the entire summer. In September, the hard work is finally finished. That's when a woman can finally enjoy the warm weather.

As for Czech language,
 
it is called after Babushka, because it is like a second youth the summer season gets- the second chance- when the year is already old..
