I have no idea if the Russ lang text shows, but the following is the complete name of the new Postanovleniya. It may merit looking up the old one to see that the changed paragraph deals with the number of entries and not the type of visas. Ergo... statements like: work visas will be exempt are logical, but currently, wishfull thinking. It depends how quickly powers that be move, or whether they will sit back and bask in the revenues of the fines. Or, also a tradition... not do much of anything either way.
