What I have done in the past in this situation:

1. Call your banks and cancel the credit cards. Have them send you new ones.

2. Apply for a new passport at your embassy in Moscow. For a US
citizen, this took about a week.

2. File a report with the local police (uchastkoviy) and get a copy of this
report to whomever submitted your visa documents. If your visa/invitation
processor is competent, you will be able to get a new visa
(free-of-charge) in Moscow placed/stamped/registered in your new
passport without having to leave the country and the expiration date on this
visa will be the same as on your lost visa.

4. Submit your new passport with police report and copies of your old
passport/visa to your visa service provider. In 3-5 working days you'll have
a perfectly valid visa in hand and won't have to leave the country. This is
how it was for me less than 2 years ago. Good luck to your friend.

P.S. This tip below will save you from some serious stress if the occasion
arises - something I've followed for years as an expat abroad:

ALWAYS have scans of all of your important documents readily available.
Whenever I get a new visa in my passport, I scan it and send it to myself
via e-mail. Same goes with drivers licenses, passport, etc. If you ever get
in trouble on the road and lose your documents or need them immediately when
they're not on hand, all you have to do is do a quick search of your e-mail
and either print out a copy or send it to the necessary recipient. The above
visa replacement would not have been possible if I didn't have copies of my
lost visa & registration.







 If he has copies of his lost visa it will be a lot easier to get
