call Uniastrum Bank in Moscow, ask for Carolina Gasnash in the Expat Banking Department, I have been banking with them for about 3 years and have no problems.
I have a hard currency account and a ruble account with Mastercard debit card attached to the accounts, I use it in Russia, Europe, Hong Kong and on an occasion or two used it in the US, I receive interest on the hard currency account, don't recall the % right now, ask Carolina.
