Talk to Art Franczek at American Institute of Business & Economics (AIBEc).
[EMAIL PROTECTED]   He is the Dean there and is a very well experienced tax
professor and on the Board of the Am-Cham Tax Committee, and can probably
answer your questions pretty easily.  He probably won't charge you much if
it is just a matter of confirming the advice of your Russian accounting
department.  If indeed your company is wrong, that you might consider
sending someone from your company to take Art's tax and accounting
certificate programs at AIBEc.

This email is probably going to open the floodgates but I need to employ the
services of a professional Russian Expat tax advisor. 

I am not confident that my Russian division of a Huge international company
really know what they are doing reference employing an Expat in Russia.

please.
