For registration, I went to my local OFMS (not the UFMS) office. It should
be near to where you live.
When I went there, all they seemed to care about was the correct form and
the landlord's signature; In fact, the landlord's daughter was with me, not
the land lord. They did not ask to see any dovernost from her father to her.

They registered me (no charge) for 90 days, then renewed for another 90.

In short, check with your local OFMS office. Maybe to THEM the most
important thing is the signature (and copy of landlord's passport).
