Why do you want the entire site in Flash? That's actually a very poor
decision especially if you want search engines to be able to find your
site. If you look at any web design book, they will always tell you to
do as much as you can the simple way using HTML, CSS and text and
images and add flourishes and non-essential touches using Flash.
Using just HTML and CSS can be very creative and secondly, very easy
to update and/or change down the road. Take look at the CSS Zen Garden
(google it) and you'll see hundreds of examples that use one HTML file
and display it in very creative ways using only CSS.
Just my two cents.
