Firstly, tell your friend not to worry too much.

I had a friend in exactly the same situation.

The two federal services, one which is border control and one which can check 
you while your here, don't have a shared database yet.

The border control just check to see if you have a valid visa or not....they 
don't care about registration or how many days you've been here.

If he wants to stay for a bit longer (month?!?) then he should be able to. 

He would be better off getting a new passport before he applies for his new 
visa invitation though and using that one to apply for the visa at a Russian 
Embassy.

Apparently the system will be improved at the end of the year or beginning of 
next.

a friend of mine overstayed a 1 year business visa (overlooked the 90 day
rule) for about 63 days and just realized it. Do you have an idea how to fix
this problem and who can fix it? Please email me directly or post it to the
list (if it's a legal fix). No need to say that he lives here and wants to
stay a bit longer and not get on any blacklist.
