1) as far as i know, no translation is required if you have an
International Drivers license - just pay some $ and get it, you will
be fine.

2) holding a passport as a loan collateral is illegal under the
Russian laws. If it is indeed the case, just proves that bad
reputation that RZB has in Russia.

Anyway, if you come to Russia, just bring some money and buy a used car,
then register it on a Russian resident and drive it under the power of
attorney (doverennost). Then you will avoid the hassle of foreign
plates etc. There are some car leasing opportunities, I hear.
