Serge, If you have a look at the Moscow Times this morning, it appears that the new registrations rules are not being brought into effect. The Moscow City Centre for Rental Accommodation (MCCRA) appears to have reversed its decision after the Federal Migration Service, which is the body responsible for registration of foreigners, waved away the change as rubbish. The rationale behind the MCCRA's initial actions was to try to get hold of the lost tax money.
