Sberbank, I believe. Don't even consider CitiBank....they're charges are CRAZY for you accessing YOUR money.
It wouldn't be so bad if they had good interest rates. Looking around, Raiffeisen is not the only bank to do this. Can anyone please recommend another bank without this high cash cost?
