I find the whole increased rental rate issue vastly confusing.

Russia's currency is rubles.  To the best of my knowledge, most buildings that 
(particularly expats) rent in, are already built AND located in Russia.  It's a 
little hard to understand what SKV (hard currency, eg dollar) expenses your 
landlord has.  Oh, incidentally, rental agreements in dollars violate the local 
law, but that's just a side issue.

Therefore, what EARTHLY reason could there be for ANYONE to agree to increase 
their rent (in rubles), b/c the ruble fell?  Was your rent lowered when the 
dollar was falling over the past 10 years?

Additionally, most folks I know who asked for a reduction of their ruble rent 
rates, got one of about 10 to 25%.  I kinda like my landlord, so I didn't ask 
for a ruble reduction, but did offer to cancel the lease to help him find a 
tenant willing to pay him 40% more in rubles.

Seriously, are you in the business of providing your landlord with the 
lifestyle he has become accustomed to?  Seriously, why would anyone during a 
crisis single out their landlord for a lifestyle maintenance program?

Anything else... is I am sorry to say, kinda... sad.

Yes, I did mean $40 per m2 per year for municipal property offices.  Yes, I
