Dear Expats, I am writing a piece for the Guardian Weekly, the UK paper's international edition, on another emerging capital with its own set of problems. Dubai has been the hardest hit of all the Middle East hotspots for expats. Business confidence has slumped with the financial, leisure and hospitality, real estate and commodities sectors all badly hit. There are anecdotal reports that Qatar and Abu Dabi are benefiting from Dubai's woes.
