By "5-year visa" I assume you mean permanent residency?

 

If you are registered in Kazan, you can do it in Kazan. It greatly
simplifies things if you legally own the apartment you live in. 

In which 'raone' do you live?

 

I do not know of any bi-lingual people that know the system (to do this),
but I have done it myself in Kazan. If your Russian is reasonable, you can
do it by going to your passportni stol and asking for a list of documents
needed and other requirements.

 

Remember that this must be submitted more than 6 months before your temp
residency runs out.

I live near Kazan with my russian wife I have a 3 year visa issued where I
live, after this I need a 5 year visa I am told I need to do this in Moscow?


Does any body know of a english speaking solictor who can help with the
procedure and papers.

I am 16 hours by train from Moscow.
