By "5-year visa" I assume you mean permanent residency? If you are registered in Kazan, you can do it in Kazan. It greatly simplifies things if you legally own the apartment you live in. In which 'raone' do you live? I do not know of any bi-lingual people that know the system (to do this), but I have done it myself in Kazan. If your Russian is reasonable, you can do it by going to your passportni stol and asking for a list of documents needed and other requirements.
