Hi Ricky Yes, it's true. I am doing the same thing for one of my foreign colleague. We are translating his diploma, make notarization etc. This is a standard procedure of Registration Chamber and FMS. So, You should do the same. And please do not forget to make 1-2 notary copy of the diploma. Good luck!
