This is incorrect; you do, according to the law, pay 30% for your first 183
days and 13% thereafter. There is nothing that stops you from travelling
outside of Russia during this time however you will "delay" reaching the 183
days required for the lower tax rate. I do know that many companies start to
pay the 13% lower tax rate from day 1 in the country if they know that the
person will be here over the 183 days "not matter what'; however this is
probably not strictly in accordance with the law but also not an issue once
the 183 days have passed (at least I've never heard of anywhere where it's
been an issue!).
