Does anyone know if a US citizen, currently studying on a student visa in Irkutsk, Russia, can receive a visa to India from Irkutsk? There is no Indian embassy there, so I believe he'd somehow have to work through a visa processing agent if it's possible at all. If so, can anyone recommend such an agent? Any info would be deeply appreciated. The guys working in the Indian embassy like to pretend they don't speak English or Russian then put me on hold until I hang up.
