For US Citizens who are interested in temporary Russian residency, note that the procedure that is provided by the US Embassy relating to the required FBI report is now incorrect in one aspect - the West Virginia Secretary of State no longer directly issues apostilles for these reports. You would need to obtain notarized copy of the FBI report and obtain an apostille from the state where the notary was given. This adds another step to the process.
Also note that the FBI report can be obtained in significantly less than the 16-18 weeks if you have an urgent requirement for it. I just completed this part of the process and it went fairly smoothly and took a little over one month from fingerprints in Moscow to receipt of the apostilled FBI report by FEDEX here.
