Thanks to everyone who replied about visas. I finally got through to Prague, and they said it wouldn't be possible to do. The Embassy in Lithuania said it "usually" does visas for anyone who has an invitation that goes through FMS (not a direct invitation, though I'm not sure of the exact difference). The woman there said that I could do a quick visa in 4 work days "if the consul allows it". I did a commercial 3-month double entry in Kyiv in May in 1 day. They didn't ask any questions about where I was a permanent resident.
