I received a reply this morning-
The Warden's network is something the Consular Section have been working on for
quite some time, and we have only just launched it. I take your point that to
some people this may look like a scam, but the Warden's instructions were to
contact people known to them.
The Warden's network is in addition to LOCATE. In Russia very few expats
register on LOCATE and we have had quite a few complaints that people are
unable to register, not sure if this is due to the update to LOCATE currently
being worked on.
I will draft something for the website announcing the Wardens' Network.

I emailed the embassy last week about it but have had no response, and also no

In the meantime i highly recommend all Brits register with the Foreign Office
