Not sure about submitting, but I would DEFINITELY be careful in where you
submit (I assume you are talking about PRP submission).

After you receive PRP, you must go back to the issuing office every year to
give your "annual update". We did ours an overnight train ride away. What a
hassle! If it is possible, submit (and receive) your PRP documents where it
is most convenient to where you plan on living. If your plans change, and
you move? Bummer.
