This is quite normal here in Russia. 
I was in the similar position when i was applying for the same type of visa for 
my 4 Months old daughter. We HAD to get the test done in India and then applied 
for the visa !

Hi,
New member here.  I am moving to Russia with my family in January on a 
temporary 
asis.  We will be reapplying for a new multiple-entry visa of longer duration 
pon arrival.  I have been advised by my host to have an HIV/AIDS test in case 
he Migration Service asks for them, which I gather they can for stays of longer 
han 3 months.  My wife and I got the tests, but we thought it absurd to get 
hem for our children, both under 10.  We are now rethinking that, and wondering 
f it is possible they will ask for HIV/AIDS tests for our kids also.  Anyone 
ave any experience with this issue?
