Notaries are not allowed to certify documents outside their state of authorization. Thus, a New York notarization obtained here in Moscow would be invalid. However, an official of the US state department can notarize a document for use in any of the states. Thus you should check with the person who demands the notarization and ask them to approve the embassy notarization.
