good question. I was told by experts that it is technically unnecessary
because the border guards' computers are linked to a central database and
will AUTOMATICALLY de-register foreigners each time they leave the country.

But this being Russia you never know what the pogranichki will demand from
you.

Also I was told that while de-registration is a thing of the past,
foreigners are required to re-register each time they return from abroad,
EVEN if it was for less than three working days...

And as you might have read, the new rules effective since Feb. 15 require
you to register under your factual residential address. Your work place is
no longer acceptable.
