MTS and Beeline sell a micro sim for ipad and iphone 4, they work perfectly 
here in Moscow, with great 3g coverage and upload speeds. Cost around 400 rub.

AT & T ipads are not locked and work with any micro sim anywhere in the world. 
The other Verizon models do not work outside of the US.
